Why are shaco boxes and mao saplings still restricted?
There are very few restricted abilities in urf, but for some reason after the first release of urf, a few champions got targeted nerfs, and those haven't been reverted, despite other champions being insanely powerful and never given equal nerfs.

Garen's spin can stack twice and is a melee range ability.
