can we address jinx's actually problem already

Her attack speed and ability to destroy towers has never been her issue. Its the other portion of her q that has always made her problematic. Namely that the mana cost for the ability to become long range is so abysmally low she might as well not even have a mana cost to it.

There's a reason why caitlyn is considered the premier lane bully in the game....its because range is such a critical skill in this game that small differences in range can give certain champions an overwhelming lane advantage. Now hyper carries are supposed to suffer for their godlike late game with weaker early games that can be abused. It's why vayne is not considered a problem. She has an amazing late game with loads of self peel but piss poor range makes her easy to bully in lane.

Yet the opposite is currently true for jinx. Because she can constantly use her Q to cs or harass with minimal mana cost's she is able to bully other adc's. There is no reason a champion with that good of a late game should feasibly bully other adc's in lane to the extent that she does.

You want to balance jinx? Don't nerf her attack speed. Give her an actual cost to her Q. Make her have to make smart decisions on whether to use it to harass or to cs....and when to use it to cs for fear of going oom at a critical moment. Because as she is right now, there is no decision making. Jinx can just constantly use her Q whenever she wants to in lane to cs, push the wave, and zone you from creeps. And by the time she goes oom your already at no hp to really abuse her for it.

TL;DR Jinx doesn't actually pay for to range she gets from her q. Giving it an actual mana cost would force jinx players to make smarter decisions with using it and open up opponents to actually being able to hurt her in lane.
