Few supports are brought for their damage (like Karma / Brand / etc). Support is more of a utility role... which Lulu has in spades. Also it's still doing 100% damage to the first target. You can still do well as Lulu. It's just not as brainless. Your positioning matters more (so you can hit a champ first). Your positioning on Pixie (again so you can hit a champ first).

She still brings utility in spades.

Not dead, but I don't think she's god tier like everyone thought when they saw the notes. Hopefully the hype dies and they stop banning her. Haven't even had a chance to adjust yet.

Everyone seems to be afraid of the attack speed. I don't think it's that much though.

It depends on what ADC you are paired with. Lulu/Kog is very strong. A lot of the more popular ADCs benefit from an AS boost Ashe , Lucian , Caitlyn , Vayne

Polymorph is generally better in most situations. In most of my games at least, there's 1 or 2 who will dive the ADC and you can't afford to blow your CC on an attack speed boost that only adds up to 1 extra attack (bonus attack speed is calculated off of base AS, not total). I guess it's potentially strong on Kog with the right team comp since his W doubles attack speed, giving an effective 100% bonus when you combine your W and Ardent Censer.

I can see it doing well with Kog'maw (double AS) and Twitch (with his Q) but other than that, not really. W already has a long CD, so I'd rather not waste it on some AS that gives you an extra auto and save it for a Polymorph.
