Why is exhaust losing the AS cripple but keeping the MS cripple?

Should be the other way around. If the MS cripple stays exhaust can still be used offensively, and with no more AS cripple, it loses a lot of defensive utility.

You should swap those around. Exhaust should be the tool to punish enemies who dive in and try to do stuff, not the tool a frontline uses to prevent someone from running so the team has a free engage onto a target.

Because the AS cripple is double dipping against anybody reliant on AS

If you exhaust a Kat she loses damage, if you exhaust a Shyvana she loses damage and more damage through AS. The movespeed cripple is important to exhaust, as somebody who plays support a lot it is often just as important as the dmg cripple. If I want to stop a Talon from one shotting my Ashe I don't care about the AS cripple, I care about slowing him so my ADC can kite and reducing his burst so he doesn't get a free win just because the ADC cannot escape him.
