I want to see riot look at every single item in the game and figure out what needs to be changed in all of them. Right now a lot of champions are broken because of items and not their kits so can riot play do something about this

Black cleaver is what makes juggernauts such a problem. It makes it so those champs are extremely hard to kill but allows them to do a lot of damage

and unless youre behind in gold or faced with tank teamcomps, even 
builds triforce over cleaver currently, because its such a bad item after the passive nerf.

and why shouldnt illaoi build it? her w deals a shitload of damage with the sheen proc and is on a short enough cooldown to benefit from it.
