I was talking to my friend about how rito possibly targets nerfs/buffs of champs

Usually nerfs/buffs are going to happen to:

Plat+ Champions outside the 50%-54% win rate if play rate is under 10% Champions outside the 48%-52% win rate if play rate is above 10%

Outside of that sometimes they're nerfed because of how powerful they are in certain compositions(which mostly pros can actually pull off/pre-mades) or in other regions.

"Bans" also tie in, but I forgot how much of a ban rate they must be at to have some effect on getting nerfing, (I think it was 70%+ ban rate not sure.) But ban rate tells riot they need to watch those champs closely and MIGHT nerf them.

"Experience vs Beginners" also matters due to riot buffing/nerfing something to enforce a different playstyle like nerfing a skill so the beginners/experts change their skill leveling to what experts/beginners are doing for closer win rates in the future.

"Win rate by game length" I feel adds into this so riot knows where they need to nerf, whether it's the early game(lane phase), how much they scale with items (Mid game), Their maxed out skills(Late game), or their dream moment of full build (End game).

Lastly is random spur of the moment stuff. (Like due to indirect changes like reworks/items) (While I'm not really salty about it but xin's random buff with no compensation nerf until a patch later is apart of this too IMO)

Anything else I missed or am I wrong about something? I'm just making sure I'm telling him as accurate as possible.
