her primary problem is her lack of escape pre6

her secondary problem is her lack of damage during laning phase

Since fixing both problems would make her too strong, they made her damage more relevant in laning phase.

It was a problem way back when I believe, when there were only 4-10 gap closers. Now there's nothing but, so it's just one of those things a champion does that no one will notice unless they play one of the 20ish champions that can't instadash halfway across the map.

And if you play one of those 20ish champions, well, being slowed to death isn't really a major concern compared to all those diving tanks, assassins, fighters, kittens, whathaveyou...
