So I'm confused-
Veigar's stun was said to have lacked counterplay so they changed it for the way it was, but Annie's is okay? I don't know what makes it different from an instant Tibber's stun.

Veig's skill covers a much larger area, and has a much shorter cd compared to Tibbers. Also, Veig's stun was freely cast, whereas Annie's stun is conditional (even if it is pretty minimal).
That is the point, Annie has literally no counterplay. Am I someone who lose in lane versus Annie?Nah, I always wreck her but hey, that's the problem: A champ with 3 spells, 2 AoE can possibly stun you for days, it's free because it's a a passive and deals damage too. Otherwise, she has high base damage and pretty high scaling, and her ult doesn't have a static cooldown because it starts on cast. Here's the math. Annie with one morello (Assuming he has got 5% CDR from Masteries) at level 16 has got 25% CDR and a 60 CD Ult. Tibbers is up for 45 secs, so you have an ult that can deal istant damage on cast, DoT Damage, you can destroy turrets faster, tank damage from Baron and Drake, and Tibbers could even save you life because he can block skillshots. And this is only her ult, you have a 80% scaling point and click spell with high base damage that can stun you. Really? She has even a miny torhmail. I think that a way for balancing her is reducing the stun on her passive or nerfing her damage.
