Frame Glitches? Frame Rate? Screen Glitches? Clunky Frames? No smooth frames? Odd freezes in game?

This has been happening for a while now, but I have been getting very odd frame rate in game. I never really paid much attention to it until it started affecting my actual game play. Now this isn't actually ping lag I am talking about when you disconnect from the game, I am talking about FPS.

So lets me start with telling you I have a very good gaming PC. It can run league on max setting at 200 FPS which is lovely. However, I am experiencing this thing I will call "Odd lag". This is what I am experiencing:

• The FPS is not smooth, as in its very clunky and its has weird delays in animations and screen flow
• The game freezes at random times for no reason for about 2-3 seconds
• The screen glitches out because the FPS can't keep up with real time
• The FPS drops horrendously around baron, dragon, team fights, minion overflow, and specific champion animations
• The so called "Frame glitches" is when the FPS tries to stabilize itself it makes the screen look glitchy and clunky

So is anyone else experiencing these issues? Riot, can you help me out please. Thank you! :)
