Hyper Rune Orb (AP CDR Item)

Hyper Rune Orb item 1058 + item 3108 + 1150 Gold = 3200 Gold +90 Ability Power +10% Cool Down Reduction UNIQUE Passive- Rune Orb: Double all other sources of cool down reduction. UNIQUE Active: Increase the cool down reduction cap by 3% (+1% per level) for the next 3.5 seconds. (60 second cool down) (Max 20% increase)

Thoughts? Good or bad idea? NOTE: The item's stats are 70.5% Cost Efficient by themselves. The active is worth up to 600 gold, but only once you have 20% CDR over the cap (while the active is in effect and filled, the cost efficiency increases to 89.2%). The passive essentially doubles the CDR efficiency of other items as well.

No. The whole concept of CDR for casters now is that if you want to hit more often, you're going to hit for less.

Unless you want AP to absolutely dominate the game through damage and sheer utility alone, no. That wasn't a good time for anyone.

Vlad would be broken. Nobody wants that either.

Finally, AD casters need much more help than AP right now.

AD Casters get item 3508 which is essentially the AD equivalent of this item, giving AD Casters some of the largest AD they can get from an item and tons of CDR.

Also, I remember the days of control middle lanes. Also, AD Casters are getting buffs on PBE.

You're wrong. ADCs with significant abilities and meaningful mana costs get item 3508 . Its shit for anyone else, including AD casters.

Seems like it would just be used on someone like Amumu to reduce ult cooldown. I imagine you intend it to be used on say Fizz or Lux to go full urfmode, but that doesn't seem practical at all.

Also say you have this item and Athene's that amounts to 50% which feels terrible for the player to have to waste that much And this isn't even considering the active. I you have to reach the cap you have to build 30% additional CDR. That means a waste of 30% CDR which is a solid chunk of gold. Maybe the double CDR should be during the active or the active should be passive.

The non-ad requirement is also a bit odd and extremely arbitrary. Don't think it would be broken on AD-champion at all honestly.

Some feedback first:

  • Riot doesn't like unrounded numbers, if it's a 95 AP item, just round it to 100 AP
  • The combine cost is even higher than item 3089, reduce it to 1150 combine cost. This make it cost 3200 gold similar to item 3285
  • Active is way to strong and the AD limitation is just kinda odd. Just do this:
    • Stats: 100 AP, 20% Cooldown reduction
    • UNIQUE Passive - Rune Orb: Double cooldown reduction from other sources.
    • UNIQUE Active: Increase the cooldown reduction cap by 3% (+1% per level) for the next 3 seconds. (75 second cool down) (Max 20% increase)

I have been suggestion an item with the DFG recipe for a while now. This item can work.

I changed it based on your suggestions.

Lux uses it to ult twice in 15 seconds.

Eve/karth machineguns you down.

Champs with crazy teamfight ults use it to literally halve their cooldowns (so ori, fizz, sona, etc.). The math on this is that if you build this (10%), a 20% CDR, and mastery CDR, you will hit the active cap of 75% (with 5% wasted), which will bring you from 45% to 75%. The way %reduction works, this is well under half the 45% cooldown.

Also, it would have to only affect non-ult CD. I know I'd be buying this on Irelia and Jax due to the power it'd add to both their ults and kits in general with the CDR.

Also, CD needs to be at least 90 seconds. Possibly 120.
