There simply isn't enough time to get accurate data on how their changes will effect the game.
And im sure riot is afraid of creating another AP galio problem, even if they had the power of hotfix.

The reality is its normal for the pro meta to become stagnant at this time of the year with worlds around the corner, and every team competing for their ticket, but often the Worlds meta changes by itself. Either way I don't watch worlds to see a pro player simply pick a certain champion.
