ADC's are "tank busters"
Is it a real tank? Then, no, not really. ADC will hit the tank, but the team generally has to work together to actually kill the damn thing. Is a tank an ADC buster? Almost always yes.

Agreed due to CDR and base damage being effective vs low health/resistance champions. That's the price you pay for going full glass cannon. That is the nature of this meta. In turn, ADCs are privileged in receiving more aid however. Instead of having everyone one build some damage and resistance to be good on their own. Each character providing/contributing equal part damage, The game has evolved such that where a support being a character of the 5 sacrifices their ability to deal damage to instead assist a carry to do their job.
Mostly because of benefits of scaling stats/items. But is designed to scale well with support items.
It helps make the game a bit more interesting than everyman for themselves.
And tbh an adc come late game can usually deal with most tanks unless said tank is say rammus. Its your teams job to help free up your adc/distance the rammus from them to let them do their job effectively.
The truth is an adc can actually deal fairly decently vs tanks if they build for it. But then you could no longer be expected to carry your team. You could always get these items

. Its just usually easier to ignore them receive peel and go for squishies. Just ignore tanks as much as possible. Of course don't ignore them if they get in the way.
Plus if you have but one team mate that uses black cleaver vs tank it can go a long way to helping you out. In fact tanks has just as much right to complain in this meta. With so many form of armor shred, the cost effectiveness of lastwhispervoidstaff, true damage champions, increase in % health damage sources etc.
