Not that you're wrong, it's just that everyone can tell a car is broken when it doesn't start, but not everyone knows how to get it working again. Simply stating that something's wrong doesn't help fix it though.
I would prefer a buff to
's w, so to make it stronger while making it more interesting as an ability.

I feel like Twitch is a weaker version of Vayne with the exception he has probably the best teamfighting of all ADCs. He can deal damage to their entire team over the course of about 8 seconds if I remember correctly, hitting the enemy's backline without even being close to their frontline. His teamfighting is better than Sivir's, Jinx's, and Miss Fortune's easily however aside from that there's not a whole lot of reason to pick him over Vayne. They both have incredible late game damage with huge amounts of true damage with a pretty weak early game.
Slight movement speed buff. 325 -> 330. Would help him roam, get in position during teamfights, and escape ganks easier.
Deadly Venom -> Now does double damage to monsters. Gives him a helpful niche in Baron/Dragon control, and makes jungle Twitch viable again.
Ambush -> Delay on damage reduced to 4 from 6.
Contaminate -> Killing a unit restores a small portion of the mana cost.
Twitch doesn't need more damage. He has that in spades. What he needs is more tools that help him reach his two item spike.
And I wanna jungle Twitch again.

Twitch isnt bad at every phase of the game. This is where over-dramatization makes you look like an idiot.
I played a match with Twitch ADC. Our jungler constantly ganked, only to feed the enemy ADC. They were at our second turret, about to nab their 4th Dragon. I picked up
for the Armor to combat the enemy ADC. Enemy ADC also decided to go glass cannon build. Due to my extra armor and life steal, i was able to pick off the ADC, along with 3 more enemies for a turnaround Quadra. Then we got Dragon, pushed the lane, and ultimately won the game.
Twitch doesnt suck every phase of the game.
Expunge is useless and his passive is weak.
Change his passive to 8/12/16 flat true damage (extra stacks dont increase damage), can stack up to 4/5 times.
At 4/5 stacks you can activate expunge to do 4/6/8/10/12% max health damage and reduce vision for 3 seconds.
Make his flask scale of AD, apply 2 stacks, and apply a slow.
This fix's his kit and makes him relevent. Q and ult need no change.
yes, he needs buffs somewhere. his passive is an inferior
bleed that only scales with level and is barely noticeable. his q takes 6 seconds to activate if you are taking damage, i understand the concept of the ability being focused on catching out and not escaping but 6 seconds is insane, sometimes you can forget that your q is activating. his w is basically a weak aoe slow, helps a bit with waveclear but deals no damage by itself (personally i only put one point in it and max it last). his e is a weaker
, it has a cap, it doesnt slow, it doesnt reset or refund mana. his ult is good at least.
Reverting the number nerfs to E and passive would be a good start since they are no longer needed.
Passive could also be changed to magic damage but increasing the damage by ~80% so it is better against enemies with less than 80 MR (is there a reason for it to deal true damage anyways?).
I'd like his R to grant 40/60/80% AS instead of AD (more synergy with BotRK and IE). Remove the damage reduction on successive enemies hit (more rewards for good ults). Maybe reduce CD a bit too.
The only thing Twitch needs is his passive to scale better into the late game, and a rework on his E.
