Most people are thinking of using this mastery to make their strengths shine (Fizz, Ekko being hard to hit) but in reality it's a mastery meant to cover weaknesses.
On mages that like to deal a ton of damage and don't need Thunderlord's (Veigar, Vel'Koz), it works pretty great. It turns them into mobile mages. Vel'koz has a lot of AoE anyway, and can live without the extra damage by taking Luden's or something, and Veigar DEFINITELY doesn't need extra damage as he kills you regardless.
I'd say take it on any immobile non-DFT non-Thunderlord's champ, OR champs that rely on movement boosts and slows because they don't have blinks or dashes, to achieve what a champ with blinks and dashes would achieve.
They include Vel'Koz, Xerath, Veigar, Udyr, Nasus and Volibear.
Mages aren't assassins, they have a use after blowing all their abilities on one combo and that is to wait for their next set of abilities. Assassins on the other hand kill everything with one combo, are useless until after a fight, where they come back to clean up when their abilities have finally refreshed themselves. Usually they have an ability reserved to escape so they can come back later, while mages rely on simply being safe, so movement speed helps a lot

Even in season 3, assassins would rather have more damage.
People who want to be slippery and are confident in their damage output. I can see assassins like fizz/ekko taking it, but right now thunderlord's is just too good.
I take it on warwick as the ult always procs it and that lets me get a few more autoattacks on them afterwords if they don't die and later in the game when there is basicly no chance that it doesn't kill them you can use that movement speed to pounce on your next target. Most people think that's a retarded move and to get fervor or thunderlord's decree but I really like the extra movement speed.

The extra movement speed will have worn off by the time you finish killing your first target. That's why thunderlords or fervor of battle is more useful, it helps you kill your target fast. Surge does nothing for you
I've played a like 5-6 games(Played him more in the past) with it and I always felt like I have a few seconds of movement speed after. Hmm. Maybe I'm crazy.

how bout
it's pretty bad on yi and scarner, yi has more than enough mobillity already, and scarener rarly will proc it as he won't deal 30% off a targets hp within 2 sec for most of it, and he'd need the ms to get close rather than after he already reached it, same with udyr, just that tiger udyr has atleast a good chance procing it.
Overall, i think it's probably the worst keystone, as it is way to unreliable for such an situationally usefull effeckt. When i tried it, most of the time it would proc when i don't really need the ms boost, and it wouldn't proc once i need it. Also, most off the champs on which such a delayed ms boost might be good are bruisers that lack the tools to reliably meet the conditions.. maybe on some mages, but if they land enough spells for the ms burst, they usually either kill or cc their target already, so the ms buff doesn't help that much when you get it.
Not bad on Nidalee. Helps get in pounce range after a Q
Ekko talon zed garen leblanc fizz darius draven kat kha,zix wukong veigar kassadin rengar
literally any champ that can deal high damage in a short amount of time and can use the movespeed bonus to either catch other players, keep chasing their target or get out after killing their target
I use it on
, offers mobility needed to kite and chase. Especially works well because Draven has a high damage output, meaning he can most of the time proc it with one hit and fervor not really needed too much with Draven as he already has tons of dmg
Saw sirchez use it on nasus other day. Worked out well. Same with someone on rengar using it
