i picture taliyah as a kiting mage... but she isnt

she needs rylai to kite but her cooldowns are too high. you can get cdr but because of her q only refunding half the mana cost and not half the cooldown using her q on worked ground is a trap. her in combat mobility combined with her inability to execute a target make her a really meh pick every where but support.
