Is Skarner a bad Rammus?

During the Rammus FotM that's going on right now, I think to myself - why would you ever use Skarner if Rammus can do everything he can do but better?

Skarner's role (and the role he's well known for) is to get close to a priority target, ult him/her, and have the team focus that target down. Rammus can do that too, but with far more effectiveness. Rammus' CC is not an ult (so he can do it multiple times) and has a far better MS steroid than Skarner. Not only that, but also Rammus can deal more damage, can 1v1 any AD champion and come out on top, and does not rely on skillshots.

since when is rammus fotm? and you pick skarner to drag out high priority targets the problem with rammus is that even if he ults the back line the rest of your team still needs to get to the bakc line and skarner can just build tank and drag the back line to the front line with his ult

He has been for a while now, I think GD began freaking out about him because he reached 60% winrate. He's overall good vs the adc and assassin meta that's currently going on.

Rammus cannot dive in and pull the carry into your team, he can only taunt them so they stand there and AA him. Rammus doesnt have any mentionable cc beyond taunt to stick to targets whereas skarner has a stun with only a per target cooldown, a low cooldown slow, AND a suppression + pull, getting away from.skarner is much harder than Rammus, and Rammus, if built tank(implies MR and hp , not just armor,) has zero damage, like, beyond taunt he just doesn't exist.
