Just because Klepto broke 1-2 champions in the entire game doesn't mean it's an op rune. Is it bullshit rng that isnt fun to play against, especially if you're against one of the few people who can abuse it? Yes, but it's not really "broken".
Electrocute isn't broken either...it's just a less reliable thunderlords.
