How do we incentivize crit builds over pen builds on ADCs?
I've been thinking about it for a bit, and there are just some constraints.

You can't buff/nerf AD values, or everyone including the AD assassins will be purchasing crit items instead of their pen items.

Nerf PD already.

Assassin/bruiser items often double dip, with strong presence via high damage/pen as well as good defensive stats (think Maw or how people substitute the MS from Zeal items with Draktharr's MS).

You have to make it specialized enough that a certain breed of ADC wants it. Either that or it will be so good that Lucian and company will abuse it while Caitlyn will be a downright nightmare.

Some DPS ADCs right now might have to be nerfed to make these items attractive enough to fringe ADs that utilize both crit and raw pen (like Jhin).
So what I'm thinking overall is buff the crit and AS portions of items like IE and RFC/Runaan's while nerfing Ashe, Caitlyn, and Jinx slightly. By accomplishing this you can return their numbers to around the same they were when they normally buy these items while giving champions like Jhin or Miss Fortune other options that wean them off crit builds and helping champions that frankly I don't want to see buffed but kinda need it (the only champion in this category is Kalista) get back into the game.
