Here is a list of the most healthy champions in terms of game balance.

Ashe Has a very strong kit if used properly, but also has exploitable weakness being her immobility. Gragas Has very solid tankiness and initiation, but it is avoidable if the opponent is good. He is not overbearing when considered strong. JarvanIV Same as gragas, but is slightly more damage focused. He has clearly defined strengths and weaknesses as well as preserving agency for both parties. Jinx Has extreme damage, but has little in form of self protection and is team reliant. Lux Is easy to learn but still has some skillcap. Has a solid amount of damage and utility, but since her damage is mostly scaling, she cannot be abused in the support role. She can be outplayed but she has outplay potential herself. Nami An enchanter with an interactive laning phase, she can be both passive and aggressive at the same time. Unlike other enchanters, she can be played around and isn't oppressive. Nautilus A solid tank with tons of cc, but struggles to do much damage himself. Like many other champions in this list, the opponent still has agency. Orianna A utility mage that sacrifices some damage for more teamplay power. Has easily identifiable strengths and weaknesses. Sion Same with nautilus, very tanky and his damage is very avoidable, creating counterplay for the enemy.

I think some champs are just too overloaded like camille and will never be balanced short of removing things from her kit.

Sion is in a very bad place imo. His damage is too easily avoidable. An alistar was running circles around me before my knock up ever got close.

Orianna is not really healthy with the amount of damage she dealt as a control mage.

Sion underpowered.

I think the biggest issue with Jinx is the interaction between her rockets and Hurricane.

Without that, she'd be perfectly fine.

Oh boy, look at all the history here...

Anybody remember barrel sniper Gragas? Or flashslam toplane all day?

Straight OP 8 months Lux? Snowball botlane Jinx?

Honestly, talking about shit like this is a matter of perspective.

Design ≠ balance

A healthy design can be overtuned, and they mini-reworked Gragas since his barrel sniping days.

Except the op says "Healthy in terms of game balance"

HA! HAHAHAHAH! Good joke!

The only champ in that list that's even slightly fair is Sion, and even then he's borderline too strong.

AurelionSol Azir Bard Camille Darius Fiora Fizz Gnar Illaoi Heimerdinger TaliyahSion Nidalee SingedShen Vladimir Warwick Yorick

These guys have counterplay, clear weaknesses, and can actually lose even if fed.

Telegraphs, short range, skillshots, easily stopped by CC, easily kited... is that not counterplay?

lol darius no and aurelion sol is to weak as he is countered by like 70% champs in league ( every close up cc and blinks, flashes, dashes and high mobility counters him and unless burning his ult he cant escape )

Varus

His design and balance have always been just about perfect. Lethality wasn't his fault.
