Yes it's critical. He need 40% cdr to do it, and he need to build lich bane for damage and zhonya for utility. Fizz is so item dependent, even if he is ahead before his 3 item powerspike it's not rly hard to deal with him if you don't go straight duel against him.
I think anyone becoming untargetable at any point is bullS*** and terrible game design.
