Leblanc: Do i max Q or W first?

Most guides i've seen for Leblanc seem outdated and tell to max W first. Pre-rework this made perfect sense since W dealt massive damage and could clear waves easily. But now, i feel like maxing Q would probably maximise waveclear with W>Q>Passive, offering more damage, but on a longer cooldown.

I started Leblanc a few days ago, having a blast with her, she's my very first assassin champ (yes in over 4 years playing) But i somewhat struggle, she seems rather weak right now. I'm getting out-pushed constantly, which means i have trouble roaming. If i try to harass, i'm being pushed to my turret, if i use my spells to help me clear minions, i can't harass. Any Leblanc mains got a tip for me? Maybe a guide or a Leblanc streamer.
