Except Thunderlords is actually really good on Garen cause of how much burst damage he can actually do as a tank. But it doesn't help his sustain.

Cause his sustain is out of combat.

And that would be a horrible tree to run for a tank/bruiser/juggernaut tbh.

The middle tree doesnt give you a lot of what you want as Garen

It's not that bad of a tree for him. Stormraiders is actually good on him as well.

well depends... you can take the assassin mastery ( being in top lane is a 1 vs 1 match up ) so you do more damage to isolated targets ( top lane) you can take either wander ( combined with his Q ) you can use it to get to lane stupid fast. or savagery to make last hitting slightly easier , merciless to help execute people who are below 40% hp ( would go well with his ult to do more damage )

greenfathers gift when you play the bush game in top lane and pop out to Q E the enemy could help do more damage or dangerous game to get hp back when you kill cuz in team fights if he gets kills it would be harder to kill him.

and you could run either Precision (his ult does magic damage and if you get sunfire *also magicdamage * it does more damage by having some magic pen. and the lethality can help as well or Intelligence for the free 5% cdr and increase cap of 45% cdr so you can have more cdr and garen loves cdr to spam his Q E and ULt. having ult on a 42 second cooldown is really nice.

and then thunderlords that you can proc for every combo trades.

you can play garen a # of ways... from 18-0-12 , 12-18-0 18-0-12, 12-0-18, 6-6-18, 0-12-18 it depends on how you are trying to play him and into what match up so you can adjust it as you go to fit the play strategy you wanna play him as

right now the most optimal way to play garen is to build items like item 3742 item 3142 and almost play him like a skirmisher.

flash in, burst a squishy villain with the help of movement speed items, and gtfo with the stormraider proc.

stormraider is the only keystone thats semi reliable on him, and isnt complete ass like grasp.

doesnt garens e proc fervor?

no. it scales with fervor, but abilities do not get fervor stacked anymore.

I...Don't really see your point here. Grasp of the Undying is situationally useful - primarily leaned towards tanky champions who auto-attack infrequently in combat for trades and have some sort of auto-attack empowerment, with two good examples being Yorick and Trundle. They're both champions who scale well with health items, auto-attack intermittently and benefit from extra health returns for trades.

Stormraider's Surge, Fervor of Battle, and Courage of the Colossus are all also situationally useful, albeit across a broader spectrum. By this, I mean;

  • Stormraider's Surge is best used by aggressive champions who excel at burst or chunk damage, and also adapt well to hit-and-run or shock-and-awe style tactics. Champions like Ekko, Vayne, Jhin, and so on. There are also other champions who can use this well, but they're odd choices when other Keystones have more visible synergy.

  • Fervor of Battle is exclusively used by champions who prioritize auto-attacks over the majority of their kit. They often relish in building attack speed, and sometimes fall under the term "hypercarry". Champions like Jinx, Jax, Xin Zhao, and Kog'Maw all use this Keystone to great effect, but it may also be found useful by champions like Riven, who get a fair amount of their damage out through an auto-attack rhythm.

  • Courage of the Colossus is a tank-focused Keystone designed for Juggernauts and Tanks that have hard crowd-control in their kits, with a bit of extra strength to those with good engage tools or peel. Champions like Leona, Braum, Thresh, Renekton, and so on. Although, despite its visible lean towards crowd-control tanks with good engage (the shield scaling off of amount of nearby enemies and %max health), you'll probably find it being used by anyone with a hard CC ability.

I'm not sure how well this explains it, but generally, the idea is, each Keystone Mastery is optimized for a specific group with outer-group sorts of champions who also benefit from it.
