See the problem is his lack of passives.

New passive on his passive.

Lee Sin is blind and cannot see the difference between magic resist and armor. Thus all damage he deals is true damage.

His problem is compared to newer champions, his kit is just lacking. He needs more stuff in his kit, maybe another 400 passives should bring him up to par.

He relies on his Q too much, and when he misses he can't do anything.

Make Q a 1000 range targeted spell and that can help him follow up with things.
