Why is precision still the most exclusive and inaccessible rune tree to specialize in?

Precision keystones have been made so exclusive to ADC by the fact that you can only get starting attack speed, that even other ADC are forced to take things like comet and kleptomancy instead. Why are 3 other rune trees so generalized and balanced around the existence of ADC but Precision itself will never be easy to access for say a champion like Azir or a number of bruisers who don't synergize with just starting attack speed because Riot doesn't want to balance the keystones again in case they end up being too strong on said champions?

Kleptomancy had it's gold values changed almost exclusively because of Ezreal and Gangplank(and still needs to give less gold overall), Phase Rush is balanced around the existence of melee champions and bruisers even though it's in sorcery and is absolutely core on a number of mages(Nasus and Darius have better options). Why won't Riot open up Precision keystones to other people besides mainly core ADC users? Riot said new runes were meant to give more freedom and choice but there is no choice in being forced to take attack speed with a side of attack speed.

i still think we should abandon the idea of fixed stats that are bound to your primary tree and instead introduce a 7th rune slot that is entirely independent of the trees you chose.

it should give you the choice between starting ad/ap, cdr, attack speed or health (maybe even other stats)

so you could do shit like go into sorcery and start with 130 extra health instead of bonus ad/ap, as a spellcasting bruiser.

or you could go into precision and chose ad/ap or cdr with an assassin.

or you could go sorcery with attack speed on champions like Azir

the precision keystones should be made less auto attack centric. press the attack should work like electrocute and phase rush, where it takes either 3 auto attacks or spells to trigger.

i dont understand why an entire rune tree is focused on marksmen, when all the other rune trees basically share runes for many different champions.

precision was supposed to support sustained damage patterns, and not marksmen in specific. while marksmen fall into that group of champions who should want to go into precision, it should have keystones for casters that deal damage over time.

I'd support this option, as it would make for much cleaner stat selection, though I'm personally of the firm opinion that much of the current rune system can be rolled into items: in this respect, instead of a seventh tree, it might be easier to just increase the amount of starting gold, so that players can spec into the early stats that they want without requiring an entirely new system for it. In fact, depending on the amount, this could end up introducing a lot more diversity to early setups, as players could make tradeoffs between raw basic stats, or more complex components with less raw power and rarer stats or bonuses.

still the most

Its been like a month lol.

have been made so exclusive to ADC

A lot of champs run press the attack that arent ADCs. Jax Udyr Shyvana Irelia Fiora Kayle Kled MasterYi Yasuo off the top of my head

Phase Rush is balanced around the existence of melee champions and bruisers even though it's in sorcery and is absolutely core on a number of mages(Nasus and Darius have better options)

Hate to be the bearer of bad news, but a lot of champs dont have access to a better keystone and a ton of them ran Stormraiders
