What can you do as a support with an ADC that never goes for trades?

Been running into this a lot being in the bottom of Bronze. ADCs farming at full health and never going for what would be easy trades.

My last game, even ignoring the afk mid (because of course it would be in Bronze), I went Cass supp with Twitch. For the unaware, Cass's E amplified damage works with Twitch's passive poison, so a single auto + cass E chunks for a huge amount of health. Instead of firing even a single shot at the nearby enemy laners, he kept firing at the enemy minions frozen just outside of our turret's range. The minions were already aggroing him so he wasn't going to lose out by tossing in a couple of autos to keep the enemy at bay, but never did. We lost lane from their willingness to trade and get me low before killing me while the adc watched and farmed still at near full health.

But it isn't just these kind of gimmicky setups or being too far forward with a poke support. I've had numerous games as an engage support like Alistar or Leona wherein I'll ping going in in a moment of respite between waves for an easy exchange, but get nothing in return from my botlaner.

Or I'll play a shield/heal support with an adc that continually lets the lane push under tower and reset without being willing to take trades while shielded or with my heal available.

What's the best thing to do in these cases?
