She's useless. Zero damage, but I guess you don't pick her for the kills.

eve is a low T2 jungler right now she is situational don't wanna pick her into a tanky team or a team that can prevent burst like kayle taric annie

the only build i have success with right now is your last 2 items are mainly situational could go for magic pen if the enemy team isnt focusing you first and are building MR

could go for survival

could go for all out damage

for runes 12/18/0 if you want to gank at lvl 3 go for masteries that will heal you more such as Feast and vampirism in ferocity tree you could also put points into cookies for mastery key go thunder lords for more burst

for runes AP glyphs AP quints AD marks Armor seals

Eve is a snowball champ high risk high reward however you can also be shut down fairly easily i recommend other meta champs right now especially if you don't understand eve positioning

There is no best Eve build, that's the beauty of this champion.
