Is Ardent Censer better now that Devourer doesn't exist and Rageblade has a new passive?

Uhh if you're supporting Kog'Maw, you might want to pick it up.. or if there's a Kayle mid/top/jungle, I could see it adding great DPS to both of them. It seems pretty situational. Like you might need items before that pick up.
