Relais nerf made certain champs unplayable

Seriously it's so weak. 75 AP for a full item, and 20% slow is barely noticed once boots are upgraded.

Atleast make the slow last longer, or bump it to a 3K gold item with better stats.

Malz Swain Kennen Rumble Taliyah Katarina

Add that on top of Malzahar nerf awhile ago. Even Azir could use an upgraded Relais for his set.

I think Swain is low-key hurt by it for sure. I dunno about katarina. It really shouldn't be a fantastic item on her, anyway.
