Just a quick question on Manaflow Band's change on PBE...

So there's a change to Manaflow band on PBE that does the following

CD is now 45s Changed from "your next ability used has its mana or energy cost refunded" to "your next ability refunds 35% of its mana or energy cost" (think similar to tear's passive) new effect: "If the ability damages an enemy or aids an ally, permanently gain 15 mana."

I'm just checking here, with the new effect, does that mean any enemy unit (minion, monster OR champ), or just enemy champions? I just need to know in case I have something to actually replace presence of Mind on my JG Predator Karthus set-up (so that I can use both Manaflow and Celerity :P )
