Crit based ADC have become practically unplayable. Everyone cries bloody murder for Soraka and Sona in solo lanes but everyone's fine with Cass, Heimer, Syndra and whatever other degenerate mage in the Bot lane. You can have two full items but if the enemy is mildly fed, you'll have very little real agency in the game. Supports have more agency than Crit ADC.
How about make it 175% seems more reasonable.

I play support predominantly & seeing a Mage in Botlane is pretty uncommon for me, so I don't understand why you believe that Crit-building Marksman are obsolete.

Look up the numbers. These "mages" you cry about bot Lane are non existent. You see Lucian and trist flexed more than any of them into other Lanes especially in pro.
I want to know what universe you adc players live on where bot Lane mage is a common occurrence. Because it certainly isn't this one. Check u.gg right now and go to bot. Not one single non marksmen pick is even listed sans yasuo. The champion designed to be a melee adc and still can barely ever be taken bot since range is so overbearing.
