If Draven is able to kill you in 1-2 autoattacks (burst) why does he have an AS steroid (sustained)

The AS steroid literally doesnt end if the Draven is competent and catches axes. The 80% health Axes are being fired every half second.

The majority of ADCs have an AS steroid and mobility. So draven does too.

Draven's AD steroid is a huge tradeoff because his damage is extremely telegraphed. Ideally this means he is high risk high reward, but due to DD his risk is a lot lower.
