Rod of Ages; An Idea

Ever thought about having Rod of Ages give +2% Cooldown Reduction per minute (+20% Cooldown Reduction full stacked)? It will separate itself from Rylais some more and make it more unique while focusing on the late game investment of the 10 minute ramp up it has, the CDR and Mana would go together.

Because Rod of Ages is a late game investment item this buff would be stats to gold balanced because of the forced 10 minute wait preventing snowball cases. But since Rylais gives 400 Health and 100AP immediately on purchase with the slow passive I am thinking to give Rod of Ages a more unique edge to Rylais is give it some CDR (Mana is a very weak gold value, unless you are someone like Ryze, but Ryze gets 30% cdr on his ultimate passive so this change does not give him anymore power than what RoA does for him currently).
