Because it's an assload of good stats, its not damage, but most mages aren't autoing all that much. it's great because it gives you a lot of survivability, same reason people often get QSS on mages

You have a shorter cd for your CC on almost every mage than almost every assassin has on their blinks and dashes, also you get the added effect of forcing them to use said ability defensively instead of giving them an opportunity to 1shot you

there are outliers here, but they generally have very important reasons to be those outliers, The only toxic assassins are akali who is about to be properly reworked, Talon, who needs a rework, and Diana, who needs a rework. the rest can be fought against with skill matchups. Don't pick karthus into zed for example.
