Normals at Diamond MMR are horrible. Is anything being done to fix matchmaking here?

Every game is either 3 to 5-man pre mades trying their hardest, or random players trying out new champions. There's no in between, and it makes every match completely one sided and terrible for practice.

Is anything being done to fix this?

Don't think so. There is nothing that can be done about people not caring in normals.

Experience with role be factored into MMR, or options for how hard you're trying can be added. It's not that people don't care, it's that there's a big gap between people trying their hardest on their mains and people trying new things.
