Is it just me or does Viktor feel like half a champion without Rylais ?

I havent played Viktor in quite some time, probably since before worlds, but now I decided to pick him up again and I was shocked that I still absolutely HAVE TO buy RCS. Even though its no longer an item for mages, Viktor just feels clunky and useless without it. The reworked upgraded E cant hit without it, ulti cant catch up to anyone without it and when you add it with his upgraded Q the chase and kite is stronger than blue Ezreal. You literally made him like Mordekaiser where he completely depends on 1 item to function as a champion, or better said where 1 item turns him from a shitty waveclear - mid range instaburster who is easy af to kill to a broken kiting, chasing, uncatchable heavy burst - DPS, waveclear champion. I think its really bad for his gameplay where he is forced to buy an item that is bad on him when you look at the stats but is a must buy because of the slow, and not only does it make him viable but it literally breaks him and makes him extremelly oppressive. Something should really be done about this, but I have no idea what. Do you guys have any ideas and do you agree/disagree with me ?
