Nope, I made this up but this is most likely going to be the case once lolking gathers enough game data over the next few days. In all honesty, Veigar is gutted - worse than olaf. Perhaps the only equal was back when they literally made Evelynn so useless that people were getting reported and sent to the tribunal just for picking her because that's how bad she was at one point (something like 32% winrate). Evelynn was the definition of trollpick, viewed in the same way as a revive teleport rammus. Is this what Riot wants for Veigar? Moreover, does the balance team really know what's best?

And I thought that was the most cancerous meta development i'd ever seen. Well Nid and Kalista make AP Lulu seem like pre-rework Eve. And yeah I remember Eve when she was so awful I would dodge games if someone on my team locked her in. #perspective
