Why do people say the coin line is bad?

I have had games where the item generated 2k gold in a 30 minute game. That is well worth the risk in the laning phase.

Also the quest reward sucks. An extra skill point for most passive supps isn't really worthwhile considering you can't rank your ult up sooner.

The Coin line is just incredibly unreliable and much more riskier than Relic Shield and Spellthief's Edge. Furthermore, Relic Shield and Spellthief's Edge actually compliment the play styles of tank and mage supports, and they literally do not have to change anything about what they do to trigger their income. Meanwhile, Coin users, who traditionally sit in the backline and heal/shield their ADC have to now actually dive headlong into the danger zone and put themselves at a helluva lot more risk than tanks and mages just to generate gold. It's a terrible trade off that does absolutely nothing to compliment their playstyle like the other two items. I would have preferred it operate on something they actually do, like damage mitigation or health healed instead of requiring them to kamikaze for a piss-poor potion that doesn't benefit them like an on-hit speed boost or regenerating shield.

The quest reward doesn't contribute much at all to most supports, especially compared to the two others. Also, some of the more passive supports who were meant for the item risk their lives going up to collect the coins. That last part might just be me, though.

yeah but here is the thing it made Soraka well... less raka and more Sona

But so does Spellthief on Soraka.

And why would Soraka want to be less Soraka. Sometimes the lane is designed to be passive farm.
