While I like the concept, in terms of actual gameplay it can be a bit of a hindrance. Even if the enemy team comp is mostly ranged, my own team comp may be better off with additional CC. It feels particularly restrict to wait an additional 3 minutes, particularly in such a rapidly paced game.
Just wait, seriously. Clear your camps, gank a lane or two if you can, maybe get an objective like Dragon or scuttle if you haven't already. By then you should have passed the needed 3 minutes.
Why is there all this talk about 3 minutes, the lockout duration is 4 minutes? Anyways, I main Kayn and currently there is no need to change him in any way. Something else about Kayn would probably have to be nerfed if you made his powerspike more reliable.
