"So is Phantom Dancer better now?"
When was it not better than Shiv? It just costs more and people would rather put that money into working on their LW or BT.
Notable exceptions: Champs that need the shiv proc to waveclear.

in like most cases vayne takes shiw cause she is fast graves would take shiw for additional burst exceptions would be champs who need that 10% crit more like tristana but she is getting a minor rework now
anyway adc's fawoured shiw over pd
The reason shiv is good is because 1. it's cost effective. 2. the magic damage proc/crit is amazing if you want to mix up your damage, if they enemy team is building straight armor for you get a shiv and the magic damage will hurt.
I always took phantom dancer. The unit collision aspect is so useful. The crits from that extra 10% make up enough to not need the shiv crit
not really, a big part of shiv is the upfront burst damage it gives in duels and the AOE it gives in teamfights.
Shiv lets you shove without spending mana, and since there's more armor than MR in the average game, will be better for your damage short term. It's also cheaper and builds out of a gold generating item to boot. Given that, in general, shiv will be more useful, it will, in general, be built more often.

Sometimes when I am Behind, I would get shiv, Partially because it builds out of Avarice blade. I can use it to catch up.
One Champ I'll probably get PD on more often is Jinx. She does not need wave clear from Shiv yet her own form of Wave clear works well with Critical strike chance.
Shiv is burstier, cheaper, more poke-friendly and gives better waveclear, as opposed to Phantom Dancer which is better-suited for single-target DPS. For most champions, IE + Shiv is (or at least was) enough crit to work even against tanks in teamfights, on top of all its other effects, so it tends to get picked more. That, and I suspect Shiv is just the more fun item: Phantom Dancer is a stat stick, whereas Statikk Shiv has this awesome lightning effect you get to apply really often, so I guess players tend to gravitate more towards the cooler-looking item.
