Being someone who used to main nocturne, before runes reforged, he was kind of like udyr where you could build pretty much anything and be successful if you played accordingly. However in season 8 and especially right now in preseason 9 every game is a one shot competition and it’s not really fun to play any champ that doesn’t have much to combat that

I used to love going devourer into a bruiser build so he could skrimish better, but now I feel like you have to build straight damage because the game has become "who can delete who the fastest".

I believe that lowering his ability to kill someone over the duration of his fear as well as the need for him to be able to do that would help to alleviate both of those issues.
