an idea to fix "first time champion" in ranked

im sure we've all had that first time lee or someone instalocking a new or reworked champion in ranked and its only fustrating to watch as they get beaten to death because they dont know what they're doing.

so i propose to fix this long running problem that it becomes a requirement to have a champion at mastery level 3 in order to be allowed to be selected in ranked.

i feel like the ammount of games needed to get to level 3 with a champion are small enough to not be annoying while at the same time being enough games to get at least a good idea of how to play said champion
