Fizz is slightly struggling right now. AP items are expensive, so it takes longer for him to get stronger. His laning phase is total garbage, so pushing the wave makes him lose big time. Most of his abilities are single target, so there goes AoE damage unless you are willing to waste your E, you can only take out one. His ult is a skill shot that is easily avoided. Not to mention his "other passive" would need major buffs to it because it sucks ass. So, no, Fizz DOES need his unit collision ignore so he can stay relevant in laning.

His laning phase is total garbage until level 2-3* Id actually say his late game is worse than his early game, maybe thats just me tho.

Yes, he gets his skills but his waveclear still is bad. You may have your E, but if you use that for wave clear the enemy can engage. If you think a Fizz can all in easily, you kinda have to wait for your opponent to stop pushing for a single second. If you get a lot of minion aggro simply because you all-in'd, you are going to lose hard.

He receives less damage from minions anyways.

4-14 damage is not that much. Especially because it only increases by 2 every 3 levels. It's essentially there to make his passive a lot better than a free unit collision ignore.
