Are there any TP nerfs planned?

I mean, it's 4 TPs per game basically, it's getting a little ridiculous considering no one can do absolutely anything on the map without having 5 people on their faces, it promotes passive play and it's also one of the main reasons Vayne is so overpowered: you can't bully her else daddy toplaner+midlaner TPs and wrecks your face.
