To compensate the loss of health runes and masteries.
Because every rune will be fucking bonkers in the next preseason.

a runepage of scaling health yellows adds up to 216 health lvl 18. veteran scars adds 50 health on top of that. youre already almost at 300.
the new runes have to be really powerful, since 6 of them total carry the combined power budget of the entire old rune and mastery systems.
go to your runepage and mastery page for a fighter or a tank and add all the resistances and health gained from those together and see what you get out of them.
this has to be replaced by only a couple of runes in the new system.
imo this rune isnt quite strong enough. it should probably grant 2 health per cannon, large/epic monster and takedown on enemy champions.
