An assasin with such ammounts of cc and utility should not have been made in the first place.....
The only way you can incentivize proper squishy assasin builds is to remove his cc, all of it, but leave him with self-buffs that he can still use.

With his kit being the way it currently is, he's basically incentivized into building somewhat tanky, even if he didn't have all of the utility he does. the fact that his burst takes time (and unlike Zed, he's forced to remain near his target for more than a few seconds), means that if he wasn't tanky, he'd be very likely to just be blown up before his target dies.
Edit: To be honest, I can't even think of a way to make AP ekko the more desirable choice, outside of just making his kit faster (as in, giving his opponents less time to react then they currently have)
One could make the argument that his W's hard CC allows him to make interesting plays to work around his aforementioned weakness, which is true but W is somewhat unreliable. Basically, no matter what kind of changes you make, as long as Ekko is forced to stay near his target for an extended period of time, building tanky will always be the better choice.
People tried to build him squishy and he is just a worse Diana or Fizz... Often you go in and you are getting bursted before doing anything.
When rito design ekko, this is what they think he should be played with full ap build:
E onto enemy squishy, throw q to proc passive, run away with passive movement speed while throwing down a w for slow, then ult back to do tons of aoe damage and proc the w stun while proc passive to do extra damage.
this is what happens in reality:
E onto enemy squishy, gets oneshotted before even procing passive.

Yep, pretty sure they will fuck up. The idea of an squishy delayed damage dealer that is melee simply can't work in the current league.
Frankly the only problem I have with Ekko is his ult. Because even when you play better or should get the kill on him, his ult gives him the perfect chance to either escape the sticky situation or just out right win the fight because of the heal. Also, his ult doesn't actually heal his wounds. If I remember correctly, in his cinematic, when fighting the huge guy his rewind just kept letting him change his approach. He still retained the damage from previous engages.
