Normal Draft is terrible, can this be fixed

Kind of sucks to spend 15 minutes in a queue, then get the same four people you had in your last game, who are, gasp, once again playing extremely off-meta picks and feeding.

Against the exact same team of four enemy players who were in your last game and, once again, are trying their hardest.

This is not fun. At all.
