I want to play a game where I completely ignore my team, is this allowed?

I want to play a game where I spend the entire game farming creeps and jungle monsters, to see my how much I can actually get in a specific amount of time( I've hit 180 CS in 20 minutes before ). However, I do not want to be punished for doing so, so how can I get away with this?

Custom game?

Not a very accurate measurement, I want to get as much CS WITHOUT getting killed in the process.

maybe if you found 9 people to play a custom game with that agreed to play properly

Hate to burst your bubble, but you can play custom games alone. It's like you weren't here before the Practice Tool or something...

Create a custom game in which you are the only player. It allows you to practice your ability to CS/farm in a (more-or-less) normal game setting. This is actually a very accurate way to determine how much CS you can potentially attain, with the added benefit of having no other players/bots to interfere with your results.

Alternately, use the Practice Tool. You can set turrets to invincible to prevent minion waves from pushing the other lanes.

Coop vs ai?

The shitty computer system won't pick it up as long as you hit a champ every now and then.

Just pick Nasus.

Technically you cannot get punished for being bad... Either do this in normals if you want a decent enemy teammate to poke you, or in custom games if you don't mind having a bot (or no enemy to battle)
