Why is bonus damage from most AD item procs per level while most AP items rely on scaling?

Just curious about this difference.

  • item 3087: 60-160
  • item 3094: 50-120
  • item 3078: 200% base AD
  • item 3147: 65-320
  • item 3153: 100

All AD items that have bonus damage procs that only scale their base damage with level. item 3074 is the only item that breaks this trend. Meanwhile:

  • item 1402: 60 (+10% AP)
  • item 3030: 100-200 (+35% AP)
  • item 3146: 175-250 (+30% AP)
  • item 3152: 75-150 (+25% AP)
  • item 3100: 75% base AD (+50% AP)
  • item 3285: 100 (+10% AP)
  • item 3115: 15 (+15% AP)

With item 3151 being the exception as it scales only with enemy max health.

Because ad users often buy ad and/or attack speed, whereas ap focus just buying ap.

AD champions have sustained damage. Mages have to burst and rotate through cool downs.

I am aware of variations and exceptions. I am talking about most or "in general".
