Because that gets rid of the core weakness of AP ezreal, which is no waveclear potential. The moment he has waveclear access the entire nature of midlane warps (Hint, Runeglave, if you weren't around for it be glad).

Every other mage has waveclear.

All of his damage is more difficult to access then say Annie

The core reason AP Ez doesn't work mid is waveclear, or the lack there of, that just results in him being pushed under tower and the enemy roaming easily. And sure, his damage is harder to access, but safer too. And this impacts how it goes.
