why is it not an active? these items where you just do nothing except scratch your ass and you get massive benefits from it needs to stop.

Because it would make the item have skill and also be stronger in situations since it only works at under 30% and adcs do not have that much hp so they will actually be really low but if it was a active you could use it as soon as you take the damage making it really hard too kill and would be great in a duals since there are other ways of getting shields lets say you have a item 3080 too that is more then at 1000 shield late game like having a shield at the start will always be better then having it at end and if it only worked under 30% the item would be very unfun to use since under 30% is hard to tell and would just get annoying in team fights.
